A European placement handover should identify the country and actual working arrangement before it names a solution. Europe is not one payroll or employment jurisdiction. The agency needs a record of the facts supplied, the questions referred for specialist advice and the decisions that advice covers.
The handover should remain usable after the placement starts. A new work location, extension or change of contracting entity may require the original assessment to be reviewed. Give those changes a route back to the responsible specialist rather than treating the initial brief as permanent approval.
Record the facts country by country#
List the work locations, expected dates, travel pattern, client and contracting entities, role and proposed engagement arrangement. Identify where the worker will physically perform the work, including any remote work. Record proposed pay and invoice currencies separately.
Distinguish confirmed facts from assumptions. If the client has not settled the work pattern, record that uncertainty and its owner. Avoid sending a generic “EU compliant” request that leaves the recipient to infer the relevant country and arrangement.
Maintain a specialist decision register#
| Question | Handover evidence |
|---|---|
| Engagement arrangement | Responsible entities and the scope of the advice received |
| Work permission | Confirmation from the relevant specialist for the individual facts |
| Employment conditions | Country-specific requirements and implementation owner |
| Payroll and reporting | Provider, required setup steps and pay calendar |
| Social security and tax | Questions referred, decisions received and review triggers |
| Local practical support | Worker contact, escalation route and language needs |
The EU's official posting guidance explains obligations for arrangements that fall within its posting rules. It is not a universal description of every cross-border contractor placement. Have the responsible adviser establish which rules apply to the actual assignment and consult the host country's official guidance.
Example: an extension changes the brief#
In an illustrative case, a placement expected to last a short period is extended and regular work in a second country is proposed. The agency records the revised dates and locations, identifies which prior advice relied on the original facts and requests a review before treating the change as approved.
The resulting handover should show the version of the assignment brief considered, the specialist's response and the operational actions assigned to each party. A forwarded email without the original facts can leave the receiving team unable to tell what was assessed.
Prepare the first operating cycle#
Confirm the onboarding steps, timesheet route, pay calendar, billing references and escalation contacts. Tell the worker where assignment and payroll questions should go. Agree how the agency will confirm that the first input file, payment process and client invoice have been handled correctly.
Keep personal documentation in the approved systems and include only the necessary references in the wider handover. The receiving team needs clear ownership and status, not unrestricted copies of every document gathered during assessment.
Keep a review trigger list#
Include changes to location, duration, working pattern, duties or contracting parties. Assign somebody to check for those changes at extension and renewal, and record the specialist decisions that follow.
